Who we are looking for, and what we are working on
The project has reached the point where it cannot go further alone — not for lack of hands, but for lack of expertise we do not have: regulatory, ecological, electrical. Below is what is needed, stated as tasks rather than job titles. If your field is on the list, it will take you a minute to see whether you have something to say. On money, up front: this is participation in a project, not a contract — the work is unpaid. Better said here than after an exchange of letters.
What is needed
Lawyer in standardisation and technical regulation
Prepare a submission to the national standardisation programme through Technical Committee 465: object of standardisation, purpose, justification. The window is annual; missing it costs a year.
Personal data specialist
Work out what obligations actually arise for the project when it collects feedback, and for any user account: operator duties, notification, retention. Before anything is launched, not after.
Ecologist or dendrologist
Check the calculation part of the method: how a territory’s green framework is counted, what the unit is, and where the methodology breaks on a real block.
Urban planner with academic experience
The dissertation track under speciality 2.1.13. What is needed is not advice or a review, but someone prepared to supervise the work.
Power engineer, grid connection specialist
Free capacity at substations. Disclosure is mandatory, yet nobody publishes it in machine-readable form — on our map that field is empty, and only industry practice can fill it.
GIS and open data specialist
The map covers 257 regions, assembled from open sources. We need a quality review: where the data lies, how to check it, and what could be pulled from official registers.
A municipality or a landholder
A site for a pilot. The method calculates and the programme fixes what has been calculated, but nothing has yet been measured on real ground — and that is the weakest point of the whole construction.
What has been done so far
Before inviting anyone, an honest statement of where things stand. A connection map has been assembled across 257 regions: 29,861 substations, 22,046 gas objects, 262,492 settlements. The biophilic transformation method and the green quarter standard programme are published, with their regulatory basis verified. What appeared and when is in the changelog, by date.
What we do not promise
A research organisation is not entitled to introduce legislation: bills are introduced by deputies, parliamentary factions, the Government, and regional legislatures. Our task is to prepare a concept and a text that can be picked up and introduced. We will not promise to "defend it in the State Duma" as something we do ourselves. Everything done here is published openly, weak points included.
